West Coast Port of North America (LA/LB Port, Oakland Port), and Vancouver Port of Canada

1. About the situation of LA (Los Angeles) / LB (Long Beach) port

・ Regarding the surcharge for containers that have been stored in the container terminal for 9 days or more, since the number of storage containers is decreasing due to the announcement effect, the situation regarding the start of introduction, the application of a storage surcharge has been postponed, multiple times and was still postponed as of January 27, 2022.

2. Changes in the waiting process for container ships at LA/LB ports

・ On November 15, 2021, the waiting process was changed due to the arrival at the port.

In the new wait process:

For container ships that entered the line of vessels waiting for berth assignment - which did not have a berthing reservation within 72 hours, the vessels will have to wait outside a certain area, off the coast of LA/LB port.

・ With the introduction of a new waiting process, the maritime authorities are counting and announcing the number of container vessels in a different way than before.

According to this, 109 vessels were virtually stagnant on January 9, 2022, and the number has remained around 100 vessels since then.

3.About the situation of Oakland Port

・ Since November 2021, offshore waiting has begun gradually, and in mid-January 2022, the number of ships in arrears has been from 10 to 15.

4. About the movement of the US government

・ On December 16, 2021, the White House announced the "Byden-Harris Action Plan to Strengthen the Labor Force of Trucks in the United States."

・ On December 22, 2021, President Biden issued a statement at a meeting with the Supply Chain Disruption Task Force.

He announced that as the port situation progressed, the number of containers stored in the terminal at LA/LB ports for more than 8 days was reduced by almost half.

・ On December 8, 2021, the "2021 Shipping Reform Bill (tentative)", aimed at growing US exports and promoting mutual trade in shipping, was launched.

It was approved by the plenary session of the US House of Representatives and sent to the Senate on December 9.

5. About the situation of Vancouver Port

・ After the flood in British Columbia (BC) in November and December 2021, the time required for imported containers to be placed on the railroad has increased significantly.

・ On November 24, 2021, the Ministry of Transport of the Government of Canada, etc., regarding support for the transportation system after the flood in British Columbia.

Announced efforts such as funding for Vancouver port managers and storage locations for empty containers.

・ On December 21, 2021, the Canadian National Railway became less productive due to its lines being affected by the floods in British Columbia.

It has since been announced that it has returned to the normal level.
